Depending on the type of personality a buyer has...they will occasionally want to have every possible issue addressed before putting in an offer.
We really like the house at __________ and are considering an offer. Can we get an inspection before putting in an offer? We would like to make sure the house if free of problems before moving forward.

Although I suppose you could do an inspection before offering, it really makes little sense. Here in Florida we put in our offer with a specific period for inspections. Let us assume we have 10 days to get them done. Based on those inspections we can either accept the home as it is, ask for repairs or back out and get our earnest money back.
Assuming we did an inspection up front and spend hundreds of dollars...what happens if the home checks out...but we cannot come to terms on the price? You just wasted your money.
Here is the process as it works best:
1. Find a home you like.
3. Inspect (and potentially negotiate issues).
4. Agree on repairs (or money in exchange for repairs).
5. Re-inspect repairs and accept.
